UAE Are Making Major Changes To Traffic Rules
The United Arab Emirates (UAE) has introduced a range of penalties for road traffic, including fines of up to US$545 (AED 2,000) and the possibility of vehicle confiscation for 60 days.
The Ministry of the Interior has implemented these measures to ensure the safety and well-being of the public when it rains. According to the new traffic regulations, the following fines will be imposed:

Gatherings near valleys, flooded areas, and dams in rainy weather will result in an AED1,000 (US$272) fine, six black spots, and possible vehicle impoundment for 60 days.
Entering flood plains, regardless of the danger level, will result in a fine of AED2,000 (US$545), 23 black spots, and a vehicle impoundment for 60 days.
Preventing authorities from directing traffic or blocking emergency vehicles during emergencies, disasters, crises, and rainy weather could result in a fine of AED 1,000 (US$545), four black marks, and possible vehicle confiscation for 60 days.
In the past, authorities have repeatedly warned local residents about the dangers of visiting mountainous areas when it rains. While it may seem tempting to take advantage of the pleasant weather, past incidents have shown how quickly flooding can engulf low-lying areas.
As a rule, authorities advise the public to stay away from valleys and dams during unstable weather conditions. Now, new laws and fines have banned residents and tourists from visiting flood-prone areas.
