The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) has rolled out updated guidelines for issuing residency and ID cards to retired residents. Among the highlights is a 5-year residency visa for expatriates aged 55 and above.
Who Can Apply for the 5-Year Residency Visa?
Expatriates aged 55 or older can apply if they meet specific requirements:
- Work Experience: Applicants need at least 15 years of work experience, either in the UAE or abroad.
- Financial Requirements:
- Ownership of property worth at least AED 1 million.
- Savings of at least AED 1 million.
- A monthly income of AED 20,000 (or AED 15,000 for Dubai).
- Bank Statement: A six-month bank statement must be submitted.
This visa can be renewed for another 5 years, provided the eligibility criteria are still met.
How to Apply
The process is straightforward and can be completed through the ICP website or the UAEICP smart app:
- Log in using UAE Pass.
- Choose “UAE ID and Residency Services.”
- Update your details and pay the fees.
- Receive your ID card via approved delivery services.

Special Rules for Retirees in Dubai
Dubai has its own program for retirees, allowing applicants, their spouses, and dependents to apply for a renewable 5-year residency visa.
Eligibility for Dubai’s Program:
Applicants must be 55 or older and meet one of these conditions:
- Annual income of AED 180,000 or monthly income of AED 15,000.
- Savings of AED 1 million in a fixed deposit for 3 years.
- Investment in an unmortgaged property worth AED 1 million.
- A mix of savings and property investment totaling AED 1 million, with AED 500,000 allocated to each.
