Stephen Dalton, a police officer asked a man, “It hurts, doesn’t it?” After shoving his face into a car during an arrest, he was released on charges of gross misconduct.
Dalton, a Hertfordshire Police officer, used ‘unnecessary’ excessive force when he arrested a man in Watford on 4th October 2019, following reports of attempted bike break-ins into a shed. The man was pushed into a parked police car, his face hit the vehicle and he was thrown to the ground; an independent body was found.

An independently chaired Disciplinary Committee found that the officer had violated professional standards of police conduct and the use of force, authority, respect, and courtesy by saying, “That was wrong, wasn’t it?”
Graham Beesley, regional director of the Independent Office of Police Conduct, said: “PC Dalton failed to show self-control or professionalism and allowed the incident to escalate.”
“Our investigation found that the officer had a case of gross misconduct to answer. Today a disciplinary committee concluded that the force used was unnecessary and the officer has now lost his job.”
“His conduct fell far short of expected standards and clearly had the potential to damage public confidence in the police force. PC Dalton, who was blacklisted, has been found guilty of serious misconduct, meaning he is no longer can work for the police.”
CCTV footage was collected and reviewed during the four-month investigation, which began after the IOPC funds received a referral from the police in October 2019. The man who was arrested in the incident has filed a complaint. The police warden referred a case to prosecutors, who dropped a charge of assault with actual assault.
On 5th November 2021, PC Dalton was acquitted by a jury after a trial at St Alban’s Crown Court. He was found not guilty of actually causing physical harm to the suspect.
