Govt Decreases Education Budget By 1.5%
The government has allocated Rs.90,556,000 for business and education services in the 2022-23 federal budget versus the revised allocation of Rs.91,970,000 for the current fiscal year, down around 1.5%.
Pakistani government spending on education as a percentage of GDP is estimated at 1.7% for FY2021-22, compared to 1.9% last fiscal year, the lowest in the region. Most of the expenditure of Rs 74,609 crore was earmarked for Higher Education Affairs and Services in the 2022-23 budget, accounting for 83% of the total allocation under this heading.
The government has earmarked Rs.3,786 crore for pre-primary and primary education for 2022-23 vs. Rs.3,021 crore for 2021-22, Rs.8,863 crore for secondary education affairs and services for 2022-23 vs. Rs.7,632 crore for 2021-22, Rs 2,000 crore for administration versus Rs 1,915 crore for 2021-22 which was later revised to Rs 2,028 crore.

After the 18th amendment, the subject was delegated to the states, and the federal government primarily finances higher education.
As per budget documents, the Higher Education Commission (HEC) under the Public Sector Development Program (PSDP) has been allocated Rs 44,174 crore for 2022-23 versus Rs 42,450 crore for 2021-22 which was later revised down to Rs 42,450 crore for 2021 -22. 26,338 million. An additional Rs. 65 crore is planned for HEC in expenditure.
