FPSC Will Organize A CSS Screening Test Prior To The Competitive Exam 2022
The Federal Public Services Commission (FPSC) is running a selection test for candidates who want to take the Competitive Central Services (CSS) from 2022.
It should be noted that the Federal Cabinet approved the implementation of a selection test of 200 points before the CSS competition at its last meeting. The test would consist of 20 points in Islamic Studies, 20 points in Urdu, 50 in English, 60 in general skills, and 50 in general knowledge.
The Settlements department informed the firm that the FPSC annually conducts the CSS exam to recruit BS-17 positions in 12 professional / service groups, as set out in Article 7 of the 1977 FPSC Ordinance.
The FPSC found that the number of applicants increased by an average of 10% per year between 1998 and 2019, while applications in 2020 and 2021 increased by 69% compared to previous years. This led to a reduction in the approval rate and an increase in processing time.
Sources said the FPSC was tasked with reviewing the CSS competition system after examining international best practices and considering the views of various stakeholders in line with the Cabinet Committee’s decision on institutional reform. Subsequently, the FPSC found in its study that screening / pre-tests are being carried out in the SAARC countries in order to select candidates for larger exams. The screening test shortens the processing time for the CSS exam from 20 months to 12 months.
At this point, it should be noted that the Council of Ministers also dealt with this topic in its meeting on December 10, 2019, but the proposal to introduce a screening test before the written test was not approved.
Cabinet members had argued that the SAT / GRE type tests could be a disadvantage for applicants from underdeveloped countries, while the legal feasibility and the late announcement were unfair to applicants.
In addition, some members warned that doing so would be detrimental to candidates from backward areas and double the cost for them.
The FPSC responded to the firm’s previous observations with measures such as the proposed screening format, which consists primarily of the required CSS exam topics and bears no resemblance to the SAT / GRE format.
The FPSC intended to run the selection test well in advance of the announcement of the CSS CE-2022 exam, so the question of legal feasibility and injustice to applicants would not arise, the office reported.
Additionally, the FPSC reported that the pass threshold for the selection test was capped at 33%, which would allow the majority of applicants from all parts of Pakistan to pass the proposed test.

In support of the proposal, the FPSC also performed a statistical analysis over the past five years which showed that the majority of applicants, including Balochistan and Sindh (R), achieved at least 33% of the compulsory subjects for the sub-exam. . This data also supported the idea of screening before the written CSS exam.
In addition, the Sindh Public Utilities Commission (SPSC) and Khyber Pakhtunkhwa Public Utilities Commission (KPSC) have also conducted selection tests to screen serious applicants prior to the Provincial Administrative Service (PMS) written exams.
