Elizabeth Howell, an upstate college student, was shot dead on the street just outside the campus by a man unrelated to the school, police and administrators said.
Ms Howell, a music teacher at SUNY Potsdam, died Friday after she was found lying with gunshot wounds on the side of College Park Road, New York State Police said.

A New York state music student about to graduate has died after being found shot dead near campus, WWNY-TV reports.
Elizabeth Howell, 21, a music education student at the State University of New York at Potsdam, was found on College Park Road, just off campus, around 6 p.m. Friday with gunshot wounds.
Doctors took her to Potsdam Canton Hospital, where she was later pronounced dead.
Suspect Arrested
On Saturday, police arrested Michael J. Snow, 31, in connection with Howell’s death. He was charged with second-degree murder.
It’s not publicly clear if Snow knew Howell or how police connected him to the crime. The university said Snow had “no affiliation with the university, whether as a student, employee or graduate.”
After Howell’s body was discovered, police issued a site-protection order for the campus community, urging local residents to close their doors. Authorities later lifted the order but advised people to travel in groups. Police later said they believed the murder was an isolated case.
A native of Putnam County, New York, Howell was on track to graduate from the university’s Crane School of Music this year, according to Syracuse.com.
The campus, about 30 miles from the Canadian border, has canceled Monday classes and other activities because of Howell’s death. A vigil is planned.
“Beth was a cellist performing with the Crane Symphony Orchestra and an aspiring educator with a bright future ahead of her,” the university’s Facebook post said. “There are no words that can express the sadness we share as a university community for this tragic loss.”
Phillip Kramer, a college student, said he and his classmates plan to spend time this weekend reflecting on Howell’s life.
“This whole weekend will be in mourning. This campus is great for taking time to mourn the lost,” Kramer told WWNY-TV.
Snow remains in prison without bail.
