Mark Simon was found dead in his Ashland County jail cell shortly after midnight Tuesday morning during a routine security check.
Simon, who had been arrested for a serious kidnapping offense, was found with a sheet around his neck.
Samaritan University Hospital declared Simon dead upon his arrival.
The woman managed to escape Simon and warn the police, which resulted in his arrest. Simon has pleaded not guilty to insanity.

Mark Simon Found Dead in Jail Cell
Prison officials found an inmate dead in his cell early on Tuesday, as per the press release from the Ashland County Sheriff’s Office.
Authorities said Mark Simon, 43, was found in his cell “sitting on the toilet with something that had his sheet tied to the vent and the other end tied around his neck.”
Simon was admitted to Ashland County Jail for the felony of kidnapping following an incident last week.
Prison officials said Simon was unavailable when they found him at 12:35 p.m. during a security check.
The officers called an ambulance. As per the statement, rescuers arrived 10 minutes later and began resuscitation as they were rushed to the hospital.
The Samaritan University Hospital pronounced Simon dead upon his arrival.
What Police Have Investigated Up Till Now?
Police said Simon was hiding in a woman’s car last Wednesday while shopping at Union Street BP gasoline store.
“The woman reported that she was packed into her vehicle by a stranger after returning to her car after purchasing it,” authorities said in a press release last week.
Simon grabbed the woman from behind by the neck, police informed. The woman escaped and gave police a description of what led to her arrest the next day at her home in Ashland.
Judge Paul Lange set Simon’s bond at 500,000 USD. As per the court records, Simon later pleads not guilty.
Ashland County Deputy Sheriff Dave Blake said the Ashland County agency and the coroner’s office are investigating.
Blake said Ashland County District Attorney Chris Tunnell had been made aware of the incident.
